Overview of Position

This position leads the IT concerns for a relatively small business unit (110 employees) within a much larger organization (15K employees).  The incumbent will be able to wear multiple hats and in some areas be hands-on with solution design and project management/oversight.  The environment is primarily composed of purchased software with in-house developed solutions to fill gaps in functionality. The team consists of 2 operators, 2 Business Analysts, 1 Automation Analyst, and 1 SysAdmin/DBA. Professional services are purchased for coding when strategically dictated given the team’s availability and capability.  The incumbent must have a high-level working knowledge of these areas and previously managed these types of resources.

Candidates would be taking over as a change agent from the departing IT Director.  The evolution from small company methods to being part of a much larger organization started 3 years ago and will require at least another 3 years.  The ideal candidate will have prior experience within a large organization and understand the benefits and challenges of migrating a business unit to the corporate standards – be they for hardware, software, process, and policy.  The ideal candidate must excel at managing a team of unique individuals – thus requiring a candidate to be flexible in their management style by adapting to each person’s unique perspective.

Candidates should have a solid understand and experience with the activities which occur between providers and health plans.  Candidates with experience with Medicare or HMO capitation will move to the top of the list. If a candidate’s knowledge includes IPAs within California, they’d define an even higher level on the list.  The incumbent will be responsible for understanding the broad range of business processes performed by the business unit.  They must then be able to help the business assess the ROI and identify any regulatory or contractual requirements. The business demands are rapidly changing, and the pace is fast. The selected candidate will join a senior leadership team with decades of business-specific knowledge and working together as a team. This will require the incumbent to be able to develop unique working relationships with each senior leader as well as some of their managers.


What will be my duties and responsibilities in this job?

  • Support Existing Software and Services
  • Architect, Design, and PM the Build & Implementation of new software/services
  • Demand Management of both the Oxnard IT team and 3rd Party Resources
  • Understand business needs and propose IT solutions
  • Manage and Mentor IT Resources 
  • Develop a business unit-level technology strategy with minor budgeting responsibilities


What are the requirements needed for this position?

  • A solid understand of the activities which occur between an HMO provider and the health plan.  Eligibility, claims, encounters, benefits, etc.
  • Knowledge of large corporate IT policies and processes.  An emphasis on information security will elevate candidates.
  • Software design with the ongoing operation of the software as a primary concern.
  • The ability to understand the business well enough to create a strategic direction for business process improvements through the application of technology.
  • A demonstrated and successful history of being a change agent.  The incumbent will be continuing a process of evolution which will require changes within IT and within the business areas.
  • Problem solving is a critical component of this position.  The candidate should have a history of working with a broad range of technologies to be able to provide guidance in a time of crisis.
  • The incumbent must be able to drive themselves and be judged on their accomplishments, not their timecard. Self-motivation will be a key component in the selected candidate.

What other skills/experience would be helpful to have?

  • Knowledge of SQL (servers, scripting, administration)
  • The ability to look at the available solutions and use them in unique ways.  When the candidate sees a screwdriver, they should also see a chisel, a pry bar, scraper, etc.  Translate this to software tools, vendor, and corporate support.  The successful candidate will be creative in their use of all types of resources.
  • The ability to communicate through diagrams as well as words.  More Visio and PowerPoint than Word.
  • The ability to ruthlessly prioritize competing demands while maintaining a rational and understandable justification for the leadership team.
  • A Bachelor’s degree in technology or Business Management (or the career equivalent).

This position is in Oxnard, California.  Ideally the candidate does or will live in the area.  If the position is not filled by a local candidate, the selected candidate will need to travel periodically to Oxnard.  The demand for travel would be greater initially as the incumbent develops relationships and an in-depth understand of the business unit.

Sr. Director Quality Engineering

Your Responsibilities

  • Develop deep product domain knowledge to understand the business.
  • Lead the team in identification of best testing approach to a given Print workstream.
  • Outwardly challenge business and development partners where needed, ensuring quality engineering’s needs are goals are met.
  • Assist the VP of Quality Engineering with defining, implementing, and evolving the vision and strategy for validation, verification, and testing of Print based work products and solutions throughout the software lifecycle.
  • Champion new engineering and business metrics for measuring and reporting on the quality of Print based solutions to increase level of transparency on the overall health of software products and processes.
  • Identify ways to train SDETs into full stack engineers.
  • Identify ways to train SDETs in AWS.
  • Build a QE core competency centered in Print within your teams.
  • Partner with Center of Enablement on appropriate automation frameworks, tools, and architected solutions to automate menial work performed within the Print team.
  • Build Objectives and Key Results (OKRs) to reflect goals and measured progress along the journey.  Partner with the Print team to build and adhere to shared OKRs for annual goal setting and completion.
  • Continuous improvement – champion solutions that tie production leakage tie back to the Quality Engineering process.

Scope:

  • The role will be very hands on and tactical, while also being strategic.  Tactical work may subside some only when a skilled team is built with work deliverables and commitments being met.
  • Will need experience in building highly technical teams, with hands on experience in recruiting staff. 
  • Resource management experience, with resource allocation, and making technical recommendations where needed.
  • Required to be an influencer and leader of QE best practices with Full Stack Engineering Teams.

Minimum Qualifications:

6+ years of professional experience in Senior Quality Engineering Management.  Experience in managing Print functions in a high-volume transaction-oriented business for multiple years is a plus.  10+ years’ experience in Quality Assurance and Quality Engineering work required.

Tech Support Engineer

Implementing cloud-based and on-premise medical imaging systems. Build, configure, install, and upgrade servers, workstations, network & storage devices. This may include moving and unpacking hardware. Responsible for implementation, testing, and training on Change Healthcare (CHC) Enterprise Imagining (EI) products to ensure system performance is set up in accordance with specifications for optimal patient care/regulatory requirements. Additional tasks may include traveling onsite, training customer technical and clinical staff, and providing implementation support. Due to COVID restrictions, this position will be a remote position.  You should have a quiet and functional space where you can professionally support customer requests.

What will be my duties and responsibilities in this job?

  • Implementing a cloud-based medical imaging archive system
  • Work with customers and their vendors to integrate existing systems with the cloud-based medical imaging archive and to validate the functionality of all systems, workflows, and imaging data access methods
  • For on-premise PACS, performing software installation, system configuration, quality test, packing, and documentation according to EI defined processes
  • Preparing, testing, and/or upgrading EI products/solutions and system databases
  • Responsible for all parts issued for builds which include counting, recording, exchange, replacement, report shortages, and filing RMA reports
  • Troubleshoot complex issues on production and test systems. Perform Final Quality Assurance for finished systems as assigned in accordance to EI quality system
